				<div><p>ALAMEDA, Calif. &mdash; Two California-based Coast Guard Petty Officers were chosen as the active duty Enlisted Person of the Year (EPOY) and reserve Enlisted Person of the Year (REPOY) for the 11th Coast Guard District region during a recognition banquet&nbsp;Friday at Coast Guard Island in Alameda.</p>
<p>Last&nbsp;year's reserve enlisted petty officer of the year,&nbsp;Petty Officer First&nbsp;Class William M. Hilt, announced the following&nbsp;D11 regional winners chosen from 33 competing nominees:&nbsp;</p>
<ul>
<li>Boatswains Mate Second Class Calogero A. Lograsso, stationed at Coast Guard Cutter Blackfin in &nbsp;Santa Barbara as the Active Duty EPOY </li>
<li>Machinery Technician Second Class Michael A. Caliguire, assigned to the Coast Guard Pacific Strike Team, Novato as the Reservist EPOY</li>
</ul>
<p>These regional winners will vie for national honors competing against their peers from around the nation. The Master Chief Petty Officer of the Coast Guard will recognize the national winners in Washington, D.C., tentatively set for&nbsp;the week of May 7.</p>
<p>&ldquo;I&rsquo;m proud of Petty Officers Lograsso's and Caliguire's accomplishments, their leadership and their unwavering commitment to serve their community&mdash;they are the Coast Guard&rsquo;s success stories,&rdquo; said Rear Adm. Joseph "Pepe" Castillo, 11th District Commander. &ldquo;EPOY is one of the many ways we recognize our stellar performers; this is a special occasion where our members&rsquo; active contributions to the community &ndash; their home away from home &ndash; derive a benefit from their leadership and performance learned in the Coast Guard.&rdquo;</p>
<p>The <a target="_blank" href="http://www.uscg.mil/directives/ci/1000-1999/CI_1650_36B.pdf">EPOY program </a>recognizes exceptional men and women in the Coast Guard&rsquo;s enlisted workforce who are top performers. Considered as the &ldquo;best and brightest&rdquo; from the field, these individuals are selected by a panel of senior enlisted members who evaluate each nominee against a set of established criteria that includes performance, work ethics, military bearing, standards of conduct and a strong community service commitment.</p>
<p>Although it encompasses an area of responsibility to include northern and southern California, Arizona and Nevada, the <a target="_blank" href="http://www.uscg.mil/D11/">11th Coast Guard District </a>is part of a larger Bay Area presence of Coast Guard members who number into approximately 4,000 members serving at small boat stations, buoy tenders, air stations, cutters, training centers, and regional headquarters that coordinate operations throughout California and the Pacific.&nbsp; Coast Guard men and women here perform a variety of missions, including search and rescue, maritime law enforcement, marine safety inspections and fisheries, aids-to-navigation, port security and anti-terrorism patrols, illegal drug and migrant interdiction,&nbsp; and environmental protection.</p>

			<title>U.S. Coast Guard cutter nabs cocaine, marijuana, illegal migrants, smugglers and cash on Eastern Pacific patrol</title>

<p><span style="font-size: small;">ALAMEDA, Calif. &ndash; The crew of the U.S. Coast Guard Cutter Morgenthau returned to homeport at Coast Guard Island today after successfully derailing multiple illegal trafficking operations in the Eastern Pacific Ocean.&nbsp;</span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">During a 72-day patrol the crew intercepted nine vessels engaged in narcotics, migrant, and money trafficking. The interceptions, some accomplished in coordination with navies of partner nations in the region, resulted in the seizure or disruption of more than a ton of cocaine and approximately 1,300 pounds of marijuana, confiscation of $12,000 in cash associated with criminal activity, the interdiction and rescue of 10 undocumented migrants, and detainment of 15 suspected smugglers.</span></span></span></span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">An aviation detachment from the Coast Guard Helicopter Interdiction Tactical Squadron based in Jacksonville, Fla., was aboard during the patrol and completed over 100 flight hours and was critical in directing the intercept of some of the smuggling vessels.</span></span></span></span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">&ldquo;This deployment is a true testament to the abilities and dedication of my crew and the aviators of the HITRON detachment,&rdquo; said Capt. Gregory Burg, Morgenthau&rsquo;s commanding officer.&nbsp; &ldquo;As you walk around the decks you can&rsquo;t help but notice crewmembers smiling as they share stories about the past months&rsquo; events.&nbsp; These successes are due to the incredible dedication of these young men and women who leave their families for months at a time to make a difference.&rdquo;</span></span></span></span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">Overall coordination of the counter-drug mission in the Eastern Pacific is done by the Joint Interagency Task Force, South, headquartered in key West, Fla. U.S. maritime law enforcement and the interdiction phase of operations in the region occurs under the tactical control of the 11th Coast Guard District, based in Alameda, Calif., or by law enforcement agencies of partner nations in the region. Morgenthau worked with both the Panamanian and Colombian navies to successfully intercept suspected smuggling vessels on this patrol.</span></span></span></span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">"The accomplishments of Morgenthau's crew and the HITRON on this patrol were extraordinary," said Rear Adm. Joseph "Pepe" Castillo, 11th Coast Guard District commander. &ldquo;The high level of performance sustained on this patrol shows the tenacity of these brave men and women and I appreciate the sacrifices they make to keep our nation safe. The results of this patrol clearly show that flight-deck equipped cutters and helicopters working in tandem provide unmatched capability to patrol for prolonged periods, quickly interdict threats far from U.S. shores, respond to emergencies, and protect the security and safety of all Americans.&rdquo;</span></span></span></span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">Morgenthau, commissioned on March 10, 1969, has a crew of approximately 165 men and women whose missions include search and rescue, drug and migrant interdiction, fisheries and maritime law enforcement, marine environmental protection and homeland security.</span></span></span></span></p>
<p><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;"><span style="font-size: small;">The 43-year-old Morgenthau and the 11 other original Secretary class, high endurance cutters, are being replaced by eight Legend class, national security cutters. The national security cutters are faster, better equipped, more durable, safer and more efficient than their predecessors, and will allow the Coast Guard to deliver its unique blend of military capability, law enforcement authority and lifesaving expertise wherever needed to protect American interests, today and for decades to come. The first three of these new cutters share the homeport of Alameda with Morgenthau.</span></span></span></span></p>

<p><strong>LAS VEGAS</strong> - Five members of the U.S. Coast Guard's aviation community completed the second day of challenges in the AMTSociety's Aviation Maintenance Skills Competition testing their teamwork, electronics knowledge and aviation mechanical knowledge against members of the Armed Forces and civilian world at the Las Vegas Convention Center, March 8, 2012.</p>
<p>The Coast Guard team worked their way through an aircraft power troubleshooting event where they had to identify faults in an aviation power distribution system, another team replaced an auxiliary power unit in a timed event and a third event challenged contenders to replace safety wiring accurately and as quick as possible.</p>
<p>&ldquo;We couldn&rsquo;t have hoped to have gathered a better team,&rdquo; said Petty Officer 1st Class Jacob Linder, an aviation maintenance technician based out of Air Station Humboldt Bay. &ldquo;This entire group is so well rounded &ndash; they&rsquo;re some of the best guys I&rsquo;ve worked with.&rdquo;</p>
<p>Today was the final day of challenges for the competitors and results and placing will be held tomorrow.</p>

<p><strong>SAN PEDRO, Calif.</strong> &ndash; The Coast Guard and the Los Angeles City&nbsp;Fire Department successfully teamed up to test whether the Coast Guard&rsquo;s Vessel of Opportunity Oil Skimming System (VOSS) could be deployed on LAFD Fireboat #2, March 7 in San Pedro, Calif.</p>
<p>With the operation successfully completed, the first-of-its-kind test gives the Coast Guard another asset to use should a large scale oil spill response be need in southern California.</p>
<p>&ldquo;We needed to identify an alternative platform to respond in case of an oil spill,&rdquo; said Chris Atkinson, an equipment specialist with the Coast Guard Eleventh District's Response Advisory Team.&nbsp; "The (Cutter) George Cobb will&nbsp;remain as the primary platform but just in the case it is unavailable, we wanted a ready-to-go Plan B."</p>
<p>The test included loading and staging the VOSS components aboard a LA City Fire Dept. boat, attaching the system to the vessel, and effectively maneuvering the vessel while the system was in operation.</p>
<p>The Eleventh Coast Guard District&rsquo;s Response Advisory Team oversaw the testing with assistance from LA City Fire Dept. personnel and other Coast Guard members from the Pacific Strike Team, the&nbsp;Cutter George Cobb, and Sector Los Angeles-Long Beach.</p>

<p><b>LOS ANGELES</b> - The Coast Guard apprehended eight people and recovered nearly 2,000 pounds of marijuana during two separate interdictions northwest of Catalina Island, Calif., Jan. 10, 2012.<br /><br />The crews of the Coast Guard Cutter Halibut and a 45-foot response boat from Coast Guard Station Los Angeles-Long Beach located two contacts on radar while on patrol. &nbsp;As the Coast Guard vessels approached the darkened boats, a short pursuit ensued that ended with the apprehensions occurring at about 11:45 p.m.<br /><br />A Station Los Angeles-Long Beach boarding team apprehended four individuals aboard one boat and recovered the marijuana.&nbsp; The Halibut's boarding team intercepted the second boat with four people aboard.<br /><br />The individuals and narcotics were transferred to Immigration and Customs Enforcement's (ICE) Homeland Security Investigation (HSI) agents assigned to the Los Angeles Border Enforcement Security Taskforce (BEST) for further investigation.</p>
<p>The U.S. Attorney's Office is preparing to file drug trafficking charges against the four men&nbsp;aboard the boat containing the narcotics.</p>

<p><b>SAN PEDRO, Calif.</b> - The Coast Guard rescued three commercial fishermen after their 33-foot vessel became disabled and began drifting dangerously close to the rocks off of the westernmost point of San Miguel Island in the Channel Islands chain, at about 4 p.m. Sunday.</p>
<p>A Coast Guard MH-65 Dolphin helicopter from Air Station Los Angeles hoisted the trio and flew them back to Santa Barbara, Calif., with no injuries.</p>
<p>The drama began when the commercial fishing boat, based out of Santa Barbara, became disabled about 100 yards from the rocks. &nbsp;The men dropped an anchor but it quickly broke free and the second anchor started to drag in the direction of the shoreline. &nbsp;The master radioed the Coast Guard for help at about 2:30 p.m.</p>

<p><strong>LOS ANGELES</strong> - The Coast Guard hosted a special career day for four Los Angeles area high schools that participated in activities, demonstrations and learned about careers in the Coast Guard at Sector Los Angeles-Long Beach, Dec. 7, 2011.</p>
<p>Over 300 students, mostly in their junior year, saw live demonstrations of search and rescue tactics from a helicopter and boat as well as K-9 handling. Students also toured units, response boats, a 175-foot cutter and a rescue helicopter from Air Station Los Angeles.</p>
<p>"Kids may experience many places to realize their dreams," said Capt. Roger Laferriere, Commander of Coast Guard Sector Los Angeles-Long Beach. "We just want to make them aware of the Coast Guard."&nbsp;</p>
<p>The four career-themed academies the students belong to were Earth Alert, Global Safety and Security, Global Environmental Sciences and Global Business.&nbsp; The four high schools that attended were Banning, San Pedro, Carson and Barstow.&nbsp;</p>
<p>"The teachers and advisory board are really into helping prepare these kids," said Harlene Stanley, program manager for International Trade Education Programs. "The Coast Guard is one of ITEP's most exciting partners that we have. Coast Guard reps sit on four of our academy advisory boards and are committed to providing on-campus guest speakers and industry coaches that meet with small groups of students and work with them through six months of counseling on careers, the importance of academics, the importance of college and leadership development. To the kids it is less intimidating, and it moves and encourages them."</p>
<p>For over four years, Sector Los Angeles-Long Beach has partnered with ITEP, which fosters educational relationships between students, teachers and industry professionals.&nbsp; The career day is just one part of the commitment volunteers from Sector Los Angeles-Long Beach contribute.</p>

<p style="text-align: left;"><strong>SAN PEDRO, Calif.</strong> &mdash; Coast Guard Sector Los Angeles-Long Beach hosted a symposium&nbsp;Nov. 14, 2011,&nbsp;designed to provide southern California dive boat captains and crew coordinated information, rescue protocols and best practices to follow should a diving accident occur.</p>
<p style="text-align: left;">The symposium provided a face-to-face opportunity for dive boat operators to ask questions and share professional concerns with industry and rescue personnel.</p>
<p>Major topics covered were dive gear and breathing air systems, dive emergencies and Baywatch, hyperbaric evaluations and utilization, post-accident equipment handling, transition from First Aid to the Correct Advanced Medical, marine casualty reporting and investigations.</p>
<p>A Coast Guard&nbsp;MH-65 Dolphin rescue helicopter crew demonstrated the equipment and procedures that would be used during a helicopter rescue.</p>
<p>The event was hosted by the Sector LA/LB Dive Casualty Investigation team. Contributing to the symposium's&nbsp;success&nbsp;were&nbsp;subject matter experts from the Los Angeles County Fire Department's Lifeguard Rescue Boat Section, University of Southern California&nbsp;Hyperbaric Facility Catalina, Los Angeles County Sheriff's Department, Orange County Sheriff's Department and a physician specializing in submarine and hyperbaric medicine.</p>
